Export OpCit metadata records

Using the OAi protocol cite-base imports metadata from source
archives ("service mode")

Metadata is augmented with link data from OpCit, and is re-exported
from cite-base using OAi ("provider mode")

Currently uses an in-house format, "opcit_dc" (Dublin Core
+ references), but plan to work with archive maintainers to develop common
OAi record format
e.g. example
record (XML format - only displays in IE5+)
